OCS Arrested Over Alleged Defilement of Minor and Ksh 20,000 "Silence" Offer, Say Kakamega Police

A senior police officer in Kakamega County has been arrested and is under investigation over allegations involving the defilement of a 16-year-old girl.

The officer, Wycliff Kwendo, is the Officer Commanding Station at Lumakanda Police Station. The incident was reported at the station on September 27, 2026, under OB number 14/27/09/2026, according to police records.

According to the police account, Kwendo allegedly contacted the girl's mother and told her that a multi-agency security operation was expected in the area. He allegedly advised her and her husband to leave their home, then drove them to a local bar.

The couple reportedly became suspicious and returned home, where they allegedly found the officer inside their house. The police report further alleges that he threatened the mother with a firearm and took items she had picked up as possible evidence. He is also accused of taking the couple's phones and leaving Ksh 20,000 before fleeing. These allegations have not been tested in court.

The parents reported the matter to police. The teenager was taken to Lumakanda Sub-County Hospital for treatment and a forensic examination, while Directorate of Criminal Investigations officers visited the scene.

Western Region DCI boss Douglas Chikanda confirmed that Kwendo had been arrested and is being held at Kakamega Police Station. Kakamega County Police Commander Tom Achiya also confirmed the arrest and said officers are working to establish the facts.

Lugari MP Nabii Nabwera has called for thorough investigations, saying the case has been transferred to the DCI for further inquiry.

The officer has not been convicted of any offence. Investigations are ongoing to establish what happened and whether criminal charges should follow.
