New Details Emerge in Kakamega OCS Defilement Case: Parents Lured Away, Officer Allegedly Caught in House
New details have surfaced about how an Officer Commanding Station allegedly deceived the parents of a 16-year-old girl before allegedly assaulting her at their Kakamega home.
The OCS, based in Lumakanda, is under investigation over accusations of sexually assaulting the Grade Eight student in the Kambi Moto area of Lugari Constituency.
According to a police report, the officer contacted the girl's mother, Linet Minayo, around 11pm on Saturday and allegedly warned her of an impending night operation by a multi-agency team in the area. He advised her and her husband, Sammy Wanjala, to spend the night away from home. He reportedly offered to drive them to White House Bar in Musembe to wait it out, and the couple accepted, since they knew him from past dealings tied to their alcohol business.
He drove them to Musembe, saying he would return for them around 5am. Minayo grew anxious and convinced her husband to go home instead. On their way back by motorcycle, they noticed the officer's private vehicle parked near a shop. When they reached home, they found the door locked and called their daughter, who let them in. They say they then found the officer inside the house, with his shorts unbuttoned and his shoes in his hand.
The parents reportedly found two condoms on a table, one of which appeared used. When confronted, the officer allegedly threatened them with his firearm. He is also accused of attempting to bribe them with Sh20,000 for their silence. The mother later handed that money over to DCI detectives.
The girl was reportedly found behind the house, lying on old iron sheets. She was taken to Lumakanda Sub-County Hospital for medical examination and care.
Kakamega County Police Commander Tom Achiya confirmed the officer's arrest and said investigations are underway to establish the full details of the allegations. The case now involves both DCI detectives and officials from the Independent Policing Oversight Authority.
The girl's parents are seeking justice and protection for her, and local residents have called on Interior Cabinet Secretary Kipchumba Murkomen to intervene.
